Job Description and Requirements

Job Description

Performs maintenance, repair, inspection, and service work in County parks and public areas. Duties include mowing, weeding, irrigation, repair, cleanup duties and public restroom cleaning and maintenance. The work is performed under the direct supervision of the Parks Director. Park Technicians may provide direction to seasonal employees. The principal duties of this class are performed outdoors and may include working in adverse weather conditions and hazards involving the use of power tools, equipment and hazardous chemicals.

Duties / Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Performs general park building and grounds inspection and maintenance, including mowing, trimming, weeding, irrigation, aerating, application of herbicides and fertilizers, and snow removal;
Performs general landscape and cleanup duties, including trash and debris removal;
Maintains and cleans public restroom facilities;
Inspects, maintains, and repairs benches, tables, slabs, receptacles, playground and recreational equipment, playing fields, structures, and signs;
Maintains open spaces, lawns, flower beds and planting areas, and other park and public areas;
Performs turf, tree, flower, and shrub planting, trimming and pruning, and removal;
Performs routine maintenance and repairs on motorized, mechanical and groundskeeping equipment;
Performs operation, installation, maintenance, and repair of automated irrigation systems, including lines and heads;
Repairs vandalism and performs maintenance on buildings and structures, including painting, plumbing, carpentry, and related semi-skilled building trades work;
Assists during construction projects;
Provides information and answers inquiries from the public;
Assists other department and County employees as needed or requested;
Performs all work duties and activities in accordance with County policies, procedures, and safety practices.

SECONDARY DUTIES AND RESPONSIBILITIES:

Maintains and repairs vehicles and heavy equipment;
Metal fabrication and welding;
Performs other duties as assigned. 

Qualifications

The requirements listed below are representative of the minimum knowledge, skill, and/or ability required for an individual to satisfactorily perform each essential duty satisfactorily and be successful in the position.

KNOWLEDGE OF:

Grounds maintenance skills, including but not limited to, mowing, planting, weeding, pruning, irrigation, fertilization, turf and/or pest control, and snow removal;
Building custodial skills including, but not limited to, cleaning restrooms, floors, windows, and :fixtures;
Building trade skills, including but not limited to, carpentry, painting, electrical, and plumbing;
Operation and maintenance of irrigation systems;
Groundskeeping equipment maintenance and repair skills;
Applicable regulations and policies regarding safe application of herbicides and pesticides;
County policies regarding safe work practices relating to use of heavy equipment, power tools, and groundskeeping equipment.

SKILL AND ABILITY TO:

Operate and maintain power equipment, including but not limited to, groundskeeping and turf equipment, riding and walk-behind mowers, trimmers, chainsaw, tractor, snow removal equipment, and related equipment;
Operate band tools;
Operate a motor vehicle;
Operate, adjust, and monitor automated sprinkler control systems;
Operate heavy equipment including, but not limited to, backhoe, frontloader, and dump truck;
Maintain maintenance records, logs, and documentation;
Work on multiple projects, set priorities, and allocate resources for project completion;
Speak clearly and communicate accurate information to others;
Use English to communicate effectively with others;
Listen carefully to, understand, and effectively communicate through oral, written, and interpersonal communication channels;
Follow verbal and written instructions;
Work independently and exercise initiative, with general guidance and supervision;
Use good judgment to make sound and reasonable decisions and problem-solving skills to respond to customer service needs in accordance with laws, ordinances, regulations and established policies;
Maintain a professional demeanor at all times;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity and ingenuity in the performance of assigned tasks and solving problems;
Perform all duties in accordance with County policies and procedures with regard for personal safety and that of other employees and the public;
Maintain confidentiality.

ACCEPTABLE EXPERIENCE AND TRAINING:

High school diploma or GED;
Valid Idaho State Driver's License with a CDL and airbrake endorsements;
Pesticide and herbicide application certification;
An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.

PHYSICAL DEMANDS & WORK ENVIRONMENT:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use a ladder; and handle materials. Manual dexterity is required to manipulate hand tools and power equipment used in performing, the essential functions of the classification, operate a motor vehicle and heavy equipment, and reach with bands and arms. The employee must (occasionally or frequently) lift and/or move up to 50 pounds. Specific vision abilities required by this classification include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus to comprehend written work instructions, work orders, operators manuals, and technical documents. Sufficient clarity of speech and hearing abilities required by this classification includes those which permit the employee to discern verbal instructions, communicate effectively in person and by telephone, and discern warning and safety alarms such as vehicle backup alarms. While performing the duties of this classification, the employee works in a park maintenance and outdoor environment where the noise level in the work environment is usually moderate
